UK ILR and British Citizenship English Language Requirement Changing to B2 in 2027

Many people applying for Indefinite Leave to Remain (ILR) or British citizenship in the UK are now hearing about an important change to the English language requirement.
From 26 March 2027, the required English level for many settlement and citizenship applications will increase from CEFR B1 to CEFR B2.
This has understandably caused confusion, especially because the rule change officially came into force in March 2026, but does not affect most applicants until March 2027.

What Is Changing?
Currently, most people applying for UK settlement (ILR) must prove English language ability at CEFR B1 level.
However, the Home Office has now confirmed that for applications submitted on or after 26 March 2027, the required level will increase to B2
This change appears in the official Home Office Immigration Rules under Appendix KoLL (Knowledge of Language and Life).
The government wording states:
applications made before 26 March 2027 → B1
applications made on or after 26 March 2027 → B2

Does This Apply to British Citizenship Applications?
Yes — in practice, this change is also expected to affect most naturalisation applications for British citizenship.
This is because citizenship applications use the same “Knowledge of Language and Life” framework that applies to settlement applications.
The GOV.UK citizenship guidance currently says applicants can use qualifications at B1, B2, C1 or C2 level. However, the underlying Immigration Rules now state that applications submitted from 26 March 2027 onwards must meet the higher B2 standard.
Important: This Is Mainly a Speaking and Listening Requirement
One of the biggest concerns people have is whether they will suddenly need advanced academic English, essay writing, or difficult reading tests.
For most settlement routes, the answer is no.
The Immigration Rules specifically refer to English language tests in “speaking and listening”.
That means this remains primarily a speaking and listening requirement for most applicants using Secure English Language Tests (SELTs).
This is very important because many people assume the B2 English requirement for ILR means a full academic English qualification. In reality, for ILR and many citizenship applicants, the requirement is much narrower than that.
When Does the Change Actually Affect Applicants?
This is where many people become confused.
Although the rule change officially entered the Immigration Rules in March 2026, transitional arrangements mean the higher B2 requirement generally applies only to applications submitted on or after 26 March 2027.
So:
Apply before 26 March 2027 → B1 requirement
Apply on or after 26 March 2027 → B2 requirement
The wording in Appendix KoLL is based on the “date of application”, not the date of decision.
What If You Already Have a B1 Qualification?
For many applicants, an existing B1 qualification may still be acceptable if:
it was previously used successfully in a visa application, and
the application is made before 26 March 2027
However, applicants applying after March 2027 may need evidence at B2 level instead.
Anyone unsure about their specific circumstances should carefully check the current Home Office guidance before booking a test.

The changes affect many settlement categories, including:
spouse and partner visas
family routes under Appendix FM
Skilled Worker settlement applications
UK Ancestry settlement
Long Residence applications
various work and business routes

Final Thoughts
The increase from B1 to B2 is one of the most significant recent changes to UK settlement requirements.
However, there are two important points many people miss:
The higher requirement generally only affects applications submitted from 26 March 2027 onwards.
For most applicants, this remains primarily a speaking and listening requirement.
